Can't Log-In as Administrator

It displays this message:

the user profile service service failed the logon
user profile cannot be loaded

i can logon as standard users
dell inspiron 530

any help would be greatly appreciated

it doesn't start up in safe mode, it doesn't give me the option to start up in safe mode, i tried system restore, but it requires the admin password, but it won't accept it
