Can't install updates

I am sitting here at my local library using Wifi to download 297.5 MB of updates to my new laptop computer and get the message:
"You need to provide administrator permission".

I am logged in as administrator.

I have searched google but nothing seems to apply.

I stumbled around in this new OS, found a Welcome center, and turned off something called User Access Control that I couldn't find before.

I will sit here and read the new PC magazine while all of this stuff downloads onto my three day old computer.
