Can't install Ad Aware 2007

Hi there. Ive just read the long post on download.com re using Ad Aware 2007 http://tinyurl.com/2ow9ss and decided to install it and give it a try.
However when I try and install it I get an error message

"Error 1316. A network error occurred while attempting to read from the file: C:\Program Files\Common Files\Wise Installation Wizard\WISDED53B0BB67c4244AE6AD6FD3C28D1EF_7_0_2_3.MSI"

After Googleing this error, all I could discover was that Error 1316 appears when a previous version of the program you're trying to install hasn't been fully removed. This can't be the case here because this PC hasn't had Ad Aware installed before.
I then tried to install it with Windows in Safe Mode but this only brought up another error saying " The system administrator has set policies to prevent this installation" I am the Administrator and as far as I know I havn't set any policies.

How do I check this, or more importantly, how can I install this program.

AMD Athlon 64 CPU 3800+2.40GHz
Win XP MCE 2005
3Gb Ram
250 Gb Hdd

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
