Can't get Scan Disk to run fully in Windows 98...please help

Everytime I try to run Scan Disk, it never fully completes. I get the following error message continually:

"Scan Disk has restarted 10 times because Windows or another program has been writing to this drive. Quitting some running programs may enable Scan Disk to finish sooner."

Is there any solution to this problem? I'm confused because when I am running Scan Disk, it is the ONLY program I am running. I would like to be able to remedy this if possible.

1. safe mode should work for scandisk.
2. start-run-msconfig-advanced-"enable start menu", so you won't have to peck F8.
3. the line is "command prompt only" which takes you to a C:\> prompt, to type SCANDISK C: ..
4. it's another concern what "process" is running in the background, as only "applications" are shown in CTRL+ALT+DEL.
Windows95 Power Toys, Wintop, is a standalone application that will show what processes are using the processor. Also "Process Explorer", a freebie availible.
5. as long as you are spyware-malware free, the running process that interferes with scandisk can be an antivirus component or other such realtime scanner, and not to worry about.
SafeMode does not initiate any of the applications in msconfig-startup; a good place to look for suspicious stuff and to turn off unneeded stuff from starting up into the background.

Hit Ctrl,Alt and Delete buttons at the same time to end all progress running but not the Systray and Explorer
