RIght click My Computer and select "Manage".
In the new window, select "Services and Applications on the left, then under that highlight Services. Make sure to select "Extended" from the bottom tabs in the right pane.
Find and highlight "Help and Support" in the list. Right click it and select Properties. Then in the Properties dialogue, under "Startup type:", select Automatic or Manual. (Automatic starts it when you boot up the computer, and Manual starts it only as and when required). Click Apply, then OK.

But I have no firsthand knowledge of this, and so my advice may be ill-advised.
Hopefully others here will have better advice.
I have an HP with windows XP and all the trimmings
on cable with a second computer on the samer cable.
Things went nuts, it took about 3 minutes to pull up any thing and nothing made sense. I managed to restore it to a couple weeks back and everything seemed fine, except I could not get on line.
I ran it through the wizzard a couple times, no luck. It sent me to the help. A menue popped up, The windows cannot open help & support because the system service is not running. To fix the problem, " Start the service named," Help and support."
I think I have been around the block a couple times and am going now where.
What do they mean and how do I do it. I have already disconnected everything so it may reset. The other computer works fine, I even switched cables. I ran safe mode a couple times.
