Can't drag and drop

XP professional Dell dimension 8400

after a reformat and all updates incl service pack 3 and IE 8 I can no longer drag and drop...
I have tried the fix.reg...didn't work...I can drag a program from my desktop to the task bar. Can't drag and drop from among folders in desk top and my doc or program files...
I can cut and paste...
I really want my drag and drop back...Please help...

RIGHT click on the bottom taskbar, choose "Properties", then click on the "Start Menu" tab. When that loads, click on the active "Customize" button next to the Start Menu you have selected/ticked.. When that loads, scroll through the options and make sure there's a CHECK mark next to "Enable Dragging and dropping". Click on OK, then Apply, then OK.

having same issue

I tried this solution, and that box is checked. Any other ideas? I can select files to drag, and it looks like they're being dragged, but when I drop into a folder, they're right where they started. Also, I cannot access the tools icon in google chrome. Also, I have problems on some internet sites because it won't let me click on certain buttons. Sometimes I can resolve this by minimizing and maximizing the page, but that did not work for my issue with Google. I cannot download extensions with Chrome, and it says I have to go to tools. I did a chkdsk and repair which found no issues. All virus scans completed. Still stuck.

I'm not computer literate, but I may have wiped it from registry running my ccleaner by mistake. How do I back up my registry before trying this?

Tried System Restore Yet?

System Restore does not require an XP disc.. Click on Start-All Programs-Accessories-System Tools-System Restore. When the System Restore window opens, select "Restore my computer to an earlier time", then click on "Next". At the next "Calendar" window, choose a bold date that is BEFORE you started experiencing the problem. Follow the prompts and allow the computer to restart itself to a time when things worked correctly.:
