Can't boot up PC

When I boot up my pc I get a dos looking screen that says that I am missing my msconfig file then I can't do anything else. I tried to boot up in safe mode and tried every option but really don't know what I am doing. I had Dell send me the recovery disc and put that in and booted up the pc but nothing happened. Do I need to call it quits or can this be fixed.

also have xp that wouldn't boot

I took this to be repaired and was told that it couldn't be done. My brothers built it and they say there is no sense in it due to the fact it is old! I have a new one but if there is an answer i'd like to hear it. I think that Avg. Antivirus is the culprit but i'm no expert.

The error message is: Windows could not start because the following file is missing or corrupt: \windows\system32\config\system

It is a dell dimension 2100 with a Celeron 1.1GHz, XP Home Edition PC purchased 11/28/2001

Ready? You'll need your OS CDs and more.

To fix this requires a lot of parts (your OS CDs) and what you read at

I decline from duplicating that page but if you get stuck on a step there ask about that step for clarification. If you are missing your XP CD then fix that too.

In closing, ALWAYS try Last Known Good Configuration or LKGC. To save back and forth replies about easy to find stuff please Google or Bing things like LKGC rather than ask without doing your research.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
