can't boot from FAT 32 drive

My computer (Dell model # DHM)is running XP Pro. It will read SAST ATA and IDE hard drives, It will boot from all 3 if they are formatted NTFS.
It will not boot any drive that is FAT32, but It will read the data from it as a secondary drive.
How can I get it to boot from the FAT32.

Keep the FAT32 partition size below 32GB
