Can't adjust microphone recording volume!

Whenever I open up volume controls, then go to recording controls, and try to adjust the microphone volume, it sets itself at half volume. I try sliding the bar up to maximum, but it instantly reverts back to half. I tried restarting the computer but to no avail. Why does it do this and how can I fix it?
