Question

can't access websites on a particular server

I am having problems accessing a bunch of websites that are all on the same server, this also includes our webhosting service. They have checked and we are not blocked.
This is happening on more than one PC (They are all on the same router) but it is also happening to everyone in the country where I am (Portugal) who use the same ISP as we do.
If I use a proxy server I see all the sites fine. People in Portugal with other ISP's see the sites fine.
I've contacted my ISP and they tell me to reboot my router and flush the DNS, when I do this I sometimes I get it all back temporily however I can't ask everyone in Portugal to do this everytime they loose the sites (which we own) plus our webhosting company. Our ISP say they can't see a problem.
When we ping, the request times out. When we do a traceroute this also times out.
Does anyone have any ideas what is going on as don't seem to be able to convince my ISP that the problem seems to lie with them but I feel it does.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
