Go back to IE 6 then reinstall IE 7, as soon as you go back to IE 6, Windows update will want to install IE 7. What ever files that may be missing would be put back when you install IE 7.
That may correct your issue.
You may want to try right clicking on IE tool bar and check off what need to be checked off when the box comes up.
After uninstalling Spybot-Search and Destroy, I cannot access tools from IE7. I don't know what settings I had on, but when I try to access it, it pops-up saying "This action has been cancelled due to restrictions on this computer, please contact your system administrator."
