Can't access internet

Hello i have a problem with my internet connection and would be grateful for any kind of advice. . I have not been able to access the Internet for two days. The lights on my router are blinking as thy should and it keeps saying the pc was connected to it but still no page won't open. Also other browsers don't work.
I have already switched the router off for a while and then back on. But it didn't change anything. Also i phoned the Internet Provider who couldn't find any problem with the line whatsoever.
The ipconfig shows frequently changing numbers. I also tried to "ping" the router which was successful. I also checked all cable connections. I deactivated firewall.

Could the network card be broken? could it be a virus? Unfortunately i have no way of trying an alternative network card.

Im writing this from my phone, so my possibilities to offer screenshots or logfiles are limited. ..

Nb - the computer and its equipment come from germany. The pc is a fujitsu siemens, the router is of the brand Hama.

Sounds like a configuration issue. If you can successfully ping the router, then your network card is working and communicating with the router, so the issue lies somewhere between the router and the Internet or with the network card's configuration on your computer. The most likely cause would be that for one reason or another your DNS server settings were changed. A good first step would be to find the setup instructions for your ISP and make sure to follow those again. Make sure that all settings match what are shown in screenshots or otherwise provided. You can also try free DNS services like OpenDNS.

You should potentially be able to call up your ISP and have them walk you through setting everything back to the "defaults" for use with their service.

Of course this is all based off of the assumption that you're actually in Germany right now. If you were in Germany where this computer was used and are now in the US without having changed any of the networking settings, that will almost certainly be the problem.

Also, it is worth throwing out there that if you recently uninstalled any Symantec products like Norton Antivirus or Norton Internet Security, that could also account for your problems. Symantec, to the best of my knowledge, is still pulling a rather jerk (to put it mildly) move by disabling your network connections when you uninstall their software. I don't know who thought that would be a good move within Symantec and why this "feature" lasted more than a few days before Symantec was forced into pushing out a hasty update to alter this behavior, but it is what it is.

Why I ask is that these two block the internet when they expire (for your protection.) I call this thuggish behavior.

Also, be sure to read google findings on "XP NETSH RESET."
