I just purchased a Dell Inspiron 5520 and wanted to know what this light means as it keeps on flickering.

Means the hard disk is being accessed. This is the symbol for a hard disk since it was invented around 1965.

I was looking as a very new unreleased laptop in Taiwan and that along with other indicators have been removed.
I asked why it was removed and the answers were:
1. Cost reduction.
2. Tech support cost reduction (folk call in and ask.)
3. Most folk don't care about this and other indicators.
