Why? Because only Microsoft can reset it or unblock if needed.
If the issue is the web page or such, then you might try the usual such as other browsers.

I have changed it many times and and go to open it and all i get is a white page and at the bottom left corner,it says done.I have tried everything.if you respond `by email,you will have to use onloan3@yahoo.com.,its my only email that works.Thank you.
