can not see identitywhen pointing to icon in startup bar

when I point to an icon in the start up bar, a little box comes up to identify the icon, the box is too low I can not read it, what can I do? I tried moving the bar with the two arrows that are up/down but it does nothing to help

1. Tried adjusting the monitor screen by using the adjustment knobs or buttons on the monitor? Make the screen smaller so it all fits correctly.

2. Tried changing the screen resolution? RIGHT click on a blank area of the desktop, choose "Properties". When that loads, click on the "Settings" tab and move the "Screen Resolution" slider to a higher number, like 800 X 600 or 1024 X 768. Click on "Apply", then OK. and select "yes/OK" after the screen resolution changes and it asks: "Are You Sure?".

Taskbar - Tool Tips Hidden Behind the Task Bar: FIX

Go to Start/All Programs: Hover over any program listed, right click and select Sort by Name. Repeat once more. All done!
