Can Not Safely Remove External Hard Drive

Whenever I click the Safely Remove icon, I receive a message saying "The device could NOT be removed now. Please close all running programs and try again later." Problem is all programs are closed. I am using Vista, any help would be appreciated.

I click start and shutdown. When the power is out it is safe to unplug.

Thanks for the information. It is plugged into a USB hub; I thought that may have something to do with it.

It should work even in a hub.

This may be the problem. The unit should not be on before the computer bootup or don't plug in the unit until the computer has been booted up. Hope this help.
