can not open internet options help please

i am having trouble with pop ups saying i need to dload spyware protection. Have read threads on that and trying to fix. i have windows xp at the moment i can not open internet options from anywhere on computer does nybody know why this may be happening. Please what do people think are the best adware/spyware removal tools?
Any help would be greatfull.Cheers
