can not connect to yhe internet or install or remove program

I have been getting an error massage that says the windows installer is not working there fore most programs don't work. I tried to repair at the dos command typing msi.exec\f but got a message that said to contact my vendor for help

What operating system? Age of computer? (Brand New or Old?) What you've done to fix the problem? Have you recently scanned with a current antivirus and antispyware program? Are you using P2P software?

In addition, please give us the EXACT error messages that you're seeing.
