This does not sound like a XP issue but a hardware one. But there is a check you can do in XP. When XP is running, tap F1 to see if the key is working.

I forced the F1 key at start up, it opened the BIOS page but left the Computer frozen. Must need a code or something to unlock the CMOS/ BIOS.
All the IBM laptops I found with a password set would ask for that. Your issue sounds more like a hardware failure.
Is this some old laptop you fished out of a trash bin? Why I ask such a bad question is that you might tell more.
Without more story, we have to write "get it repaired."
