Can I use dead pc's HDD with OS on new pc I'm building?

The graphic card on my HP Pavilion Slimline died and cannot be replaced (integrated on the motherboard). I plan to build a new PC to replace it and was wondering if I can just transfer the Hard drive with the OS instead of buying a new copy. The Pavilion still runs, but is unusable, since no signal is sent to the monitor...
Or would buying a new graphic card for the Pavilion a better option? HP support told me it might not work...

Nope on the OS

It's not going to happen, due to the EULA from MS, the OS can't be xfered to another PC when OEM(HP) supplied. You can use the old HD to install the new OS(retail or generic OEM). You can use a new HD and later install the old HD to swap data over, data only to at least save that if required. Use of an ext. HD case is advisable too, if saving data.

I understand why the disc swap won't work. I will try the new card route first, before embarking on the PC build project. Too bad I will have to purchase another copy of the OS if this is what I end up having to do...
