That won't be an upgrade, but a clean install. And that, of course, is always possible But I'd go for Windows 7 in stead of Vista for your new OS.

in fact,if you want to uapdate vista premiem to 64 bit,you should ensure your CPU is 64 bit first,and have enough memory space and system disk space.thus you can update it to 64 bit.but as what Kees_B said,it will be more perfect to update your OS to windows 7 64 bit if your computer are support it.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
