Can I support this Graphics Card?

I wanna buy Nvidia GeForce GTX 550Ti 1GB PCI-Express Video Card and I am wondering if
ASROCK H81M-HDS motherboard will support it.

While the motherboard appears to be OK with that GPU, you didn't ask if it looked OK but if you can support it. Do you mean as in some IT role and your clients?

Yes the mobo will support the video card.
Unless your getting that 550 dirt cheap you might want to shop for a gtx 750 ti.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
