Can I run a phone through my PC?

I recently got an idea about having a phone run through my PC.(to have my own line for myself) At the moment I've theorized that I could connect the phone to the jack on the computer, use my internet as service(Using a wifi dongle)
and getting a number for my PC or Phone? Do I need special software or some sort of adapter? I would like to keep this as cheap as possible, if not free.

My mother in law bought Magic Jack to get rid of her phone but she doesn't have internet service. She's 85. I think it's going to cost her more in the long run to get internet, etc.

I use Skype but I'm trying to get a phone which I can not have to be logged into Skype, can carry it throughout my home, and have a number.
