Can I group apps in the Start Menu under Vista?

I have a new PC running Vista Home Premium (the old one died). I used to create folders to put like tasks in; e.g., "Utilities," "Internet," etc. That way, I had a nice compact Start Menu.

Since I now have to start over again, can I do the same thing in Vista without goobering everything up?

Right-click the Start button, select Open, double-click the Programs folder, then create or copy-and-paste in folders and shortcuts as desired. All changes will be immediately reflected in the Start menu.

...and I couldn't find the programs; the Utilities folder was there, but not the programs. Then, I realized that I needed to put the folder in the All Users folder since there are two user accounts on this PC. Now it works as I intended and as I'm used to.
