Can I boot my computer using my iPhone/Android?

Ok I have a laptop that I got a few days ago that was full of thousands of viruses. I went ahead and reformatted the hard drive to a blank slate(that's were I'm at now). I tried downloading a OS to a hard drive but it wasn't big enough and I'm trying not to spend money on this laptop. I need to know if I can boot the laptop using my iPhone/Android/or desktop.
Ps. I already tried Ethernet cables. No luck

Many of the newer laptops have a factory restore system. Let's hear the make and model along with the OS so we can try that.

Why did it get so badly infected?
