can I boost wifi signal remotely?

I am writing to ask what kind of wifi booster would help me capture and boost my neighbors wifi signal.
Here is the background;
My neighbor has an unsecured wireless router which she has said she will leave this way so neighbors can use it from their own living space. The signal is so faint that I can only get a minimal signal when I sit outside on the back porch. It?s nice in the summer, but here, in the Pacific Northwest, it is not so great during the other seasons. Is there a device I can install in my space without intruding on her?s that would allow me to ramp up the signal so that I can sit indoors and benefit from my neighbor?s generosity? I use wifi at coffee shops, etc. with no problems

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
