It seems there are 3 steps to do this and yes, this noted 2007 but it's the same for older 2003 files.

I recently purchased a new computer with Windows 7 and Outlook 2010. I removed my old hard drive and installed in my new computer. The old hard drive is Windows XP with Outlook 2003. I am having trouble accessing my saved emails and contacts from my old hard drive. Any ideas on how I can access those files?
