can connect, can't browse!

Hi every one

i have a strange problem, i can connect to the internet with my XP SP3 but i can't browse the internet, and the two computers icon in the notification area still black and no activity, i asked my ISP about that and said no problem with server. i also have VISTA ULTIMATE SP2 on the same computer and use the same ISP account and can browse the internet very well, so what's the matter with my xp?

Notice1: i reinstalled my IE8 but the problem still.
Notice2: i asked C.NET xp forum many times, and no answer yet

Have you tried IE8 > Tools > Internet Options > Connections Tab > Setup?
