Can a language be added to Motorola V400?

I have recently acquired a Motorola V400 cell phone. It does not have the Hebrew language. Is it possible to add this language? The cell phone is totally useless to e without it.

No. But as noted, XDA might have a rom to replace the OS

Even if you replace the OS/ROM that's not adding is it. That's replacing it.
