what are the best camera for toughness, weatherproof/waterproof, lowlight and wide-angle?

Which cameras came close to your requirements and price?

You left out what makes such a camera "best." That is, must it endure a drop off the cliff or underwater use to 100 meters?

I carry my Canon and keep it from harm. Then I carry a newer cell phone which has a very good camera compared to what we saw a decade ago.

tough + waterproof + lowlight + wide angle = cellphone

To follow on to Bob's post -- you can find "rugged" cases for most cellphones, many modern cellphones are water resistant, a few feature decent low-light capability (note recent ads by Samsung and LG), and many modern cellphones have relatively wide full frame equivalent focal lengths of around 25mm.
