Camera for Study Abroad

Hey, I'm studying abroad in Rome for the entire year, and I need to pick out an inexpensive, but quality camera for pretty heavy photography. I am an architecture student, and will be travelling all over Italy and taking some important pictures.

I would like a decent amount of zoom, and some good ISO performance. I want manual features; although I am a beginning photographer, I would like to learn how to control my shots better. At the same time, I would like to take some night-life shots at clubs, bars, etc, and might feel out of place with the larger cameras (sony h2, s3). Price is pretty important also. Thanks!

I've been looking and have tried out... Other suggestions would be great as well.

Sony H2.............. good zoom, IS, but I've heard higher ISO lacks
Canon a570 IS........ smaller, great shots, ISO good, but 4x zoom
Samsung s850......... smallest, lowprice,5x zoom, no IS, ISO average
Canon s3............. most expensive, I've heard great things, but I thought some of the H2s shots I took look better

well, I found the Sony H2 for a great price, so I did purchase that, but looking for other deals and a possible return. I read the dp review for the Sony H2 and the Canon S3, and it seemed as if they gave the nudge to the H2 in side by side comparisons. Now, bringing a larger camera, I think I am also brining a compact older kodak for casual shots with friends.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
