Camcorder mechanic help?

Hi group
I have a Samsung model SCL906. It has been sitting in storage for a while. Now the tape eject won't come all the way up. Could this be due to no charge on battery or is it a tech problem?

Nothing will work if the battery is not charged!!!!!!!!!!!!!
