camcorder for low-light spaces?

Hi i'm all new and confused....

i was looking at most of the editor's review of camcorders, and either one didn't say that is the best for low-light shooting...i'm willing to spend under $1000 for it, and the thing is i want to bring it to the places where they do experimental music performances, and usually the light is very low, and i couldn't use the light of camera...or bring it with me when i go to the nightclub. so i'm looking for very sleek handy tool which could do the job well, take good video with decent sound, would be compatible with pc, and have a popular video format. i don't need any flashy tricks.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
