Camcorder for an indie movie

I would like to know the cheapest, most versatile camera that will be reliable (and someone resentant to water would be amazing). I will be plugging it into my laptop to edit a movie I'm filming for film school, and obviously I have no previous experience. Thanks so much!

1. The camera doesn't make the shot. Consider models you've used before. Borrow if need be. Don't buy.

2. Water. The old trash bag, Zip lock and other bags treat has converted many a device to nearly waterproof for "the shot." I've seen people go all out with many thousand buck housings when a Ziplock bag would have done for the 10 minute shot.
