calling between area codes

My friends cell phone has an out of state area code (823) . I live in area code 209. When I call him from my land line or my cell phone am I being charged for a long distance call?

Both my cell phone and his cell phone are pre-paid. No service plan, just pay for minutes as we go.

Please only answer if you know for sure.

There are no Domestic Long Distance charges in this modern day and age with either cellular or landline phones.

I guess I'm not up on modern technology so I don't understand your answer. If I call from California to Texas, on my land line I believe that its a long distance call...costing me more money than a local call..

So I'm asking if calling from my area code 209 in California to the Texas area code of 823 on the cell phones will cost me more minutes than a call within the 209 area code.

The answer is still no. Domestic refers to the entire United States in the context of my post. You can be anywhere in the US and call to anywhere in the US and not be subject to LD charges.

My fault. Perhaps your posting refer to cellular long distance. I am talking about (and FCC link refers to) land lines. I also live in 209 area code and my Homeowners Association management does not allow us to provide a phone number in a different area code for the gate directory with the reason that those calls would cost them. I also know that my workplace pays its carrier for land line calls outside of our LATA.
I realize that most people are cutting the cord on land lines but most businesses still use the FCC regulated services.

And it's a fixed amount per month without listing of LD or Local. Again, I can't see where there's a separate charge.

Is my phone on the cable system not a land line? In fact when I had ATT Uverse same absence of LD/Local charges.

What's nice is I call US and Canada for a flat unlimited rate.

How about 7 years as a customer service rep for a cellular phone company ? The fact that I have not been billed domestic LD charges for my cell phone in over 13 years despite calling virtually every state in the US, or what Bob pointed out in the post above ???

Is that proof enough ?? "Can you hear me now !! ???"

I still have a landline with Frontier and have a basic plan. I pay long distance and zone charges if I even call my same city but across the river and it's the same area code. Frontier has a limited area and it's long distance to call ATT numbers.

......this is a CELLULAR PHONE FORUM THREAD.

My comments are about modern cell phones plans. 10 or more years ago, there were cellular plans that did have LD charges outside your local calling area. I don't know anything about Frontier (I assume you are referring to Frontier Communications), but I would not consider them as a major carrier, like Sprint, T-Mobile, At&t or Verizon.

Let me clarify,

With my landline provider, I have not been billed for any domestic LD charges in over 10 years and I suspect only regional telecom companies do so. Thank you for your clarification.
