Cable modem problem?

I have Knology Cable Internet Service.
"They" say I have 3Mb/s, but anytime I do a Bandwidth meter check I recieve anywhere from 300-392kbps. True that is fast enough for nearly all web browsing but downloading updates or playing games like WoW its just to slow! I have called my Provider and they have(or atleast claim they did) re-ran wires along my house, in hopes of getting a faster connection. I do understand that Cable bandwidth decreases the more people sign on, but I do nearly everything from 1AM-830AM.
So I do not understand where my bandwidth is going.
Could it be my modem? Could it be a problem with wires from my wall to my computer?

On the left side click Tools. Scroll down to the Speed Test and run it. Now, back up to the tests page and run the Tweak test. Now download and run Dr. TCP. Make the changes suggested by the tweak test. Reboot and run the Speed test again.
