You call it in and have them fix it.
As to the other questions, I think they answer themselves.

Hello I was hoping someone on this forum could help me with this problem. It requires a little backstory, so please bare with me.
I moved into a new apartment building several months ago. The landlord of the building supplied a wireless internet service to the tenants for free but it would often go down and the modem was in a room I had no access to so resetting it required communicating with my landlord. I am taking several courses at a college that requires the use of the internet so I decided to get my own dedicated internet service for my apartment rather than use the one the landlord supplied.
Recently, a new neighbor moved into the adjacent apartment building and my internet went down. After a little sleuthing I discovered that my line for the internet actually runs through my new neighbors room - the same line that the apartment internet runs on. I felt like this was rather silly so I went to the basement hoping to find the point where it splits so I could run a new cable along the outside so the guy wouldn't have to bother with the line running through the middle of his living room. The ISP has a three way splitter running off the feed in the basement and I followed it hoping to follow where it surfaces outside of the building but discovered that it isn't connected to anything. It is literally just hanging there in the basement.
So my question is this: Does it matter? It appears as though the service I'm paying for separately from the rest of the building is running on the same line as the building's service. Are they ripping me off? Am I paying extra for a service the cable company was already providing the building? Or can they run several services off the same line?
Thanks in advance,
Trent
