Must be a Canadian citizen or resident or a business operating in Canada.
Unlike the .us domain which is available to business that conduct some business in the US, the .ca registrar requires a physical address in Canada. Selling services into Canada is not sufficient.
.ca domains are not to be used by non-residents without operational links to Canada. I.E. You can't register a .ca just because you can't get the .com, or because you want to prevent a Canadian person or company with the same name as you from registering the .ca.

You CANNOT register a ca domain unless you meet the Canadian Presence Requirements as set out by CIRA. Even if you find some way to register the domain, CIRA can still take the domain away from you down the line:
