First, unplug the webcam and reboot. Then head to those drivers at the link. http://support.logitech.com/en_us/product/hd-webcam-c270/downloads# does list a driver package for W10 so install that and plug in the camera WHEN ASKED.
If you don't have the right account such as admin access you have to deal with that as well. Use admin capable accounts when installing drivers.
So whenever I plug my Webcam into my PC mic gets recognized but webcam don't, works on my dad's machine and my previous PC but not on my current one, I remember it working on Windows 10 on my old pc as well so it's nothing to do with system I think.
