Bypass/Reset password on used/purchased laptop?

Hi everybody!
Recently bought a DELL Inspiron 7500 Laptop from a local Sheriffs "Boy's Ranch Thrift Store (used of course).
Turned it on, woohoo, XP came up. But.... it asks for a password. That I don't have. How can I get into this laptop? Right now I can't even get in to it to reformat it.

I have ever forgot my windows password and used a tool to reset it.
The tool names Windows Password Unlocker, it is easy-going with powerful functions.
