Buying the right camcorder

Hello everyone, this is my first post here and I need some advice on buying a new camcorder.
I'm going to be using it for movie recording and action videos, so I'd need a cam that has very good image stabilizers, 20x+ zoom and an acceptable low-light performance for amateur filmmaking.
My budget sits at around 600usd. I've been comparing brands and models, Cannon being the ones that appeal to me the most. One of the models I liked the most was the Vixia HF R21, but the others (Canon models here) also have very interesting features such as the lens shift, which are very nice. Which model (and/or brand) would you recommend?
