Built new PC - Blackscreen/No Power on USB Ports

Hey guys,

I'm from Germany so my English isnt perfect. But since everyone is asleep here already and i need quick help I thought, i'll try my luck in an English Forum so please dont mind my not perfect English.

Now to the topic. I just bought some stuff to build a new PC. Here are the Specs:

CPU: AMD Ryzen 2700
Graphic: GTX 1080 Ti
Mainboard: MSI X370
2x 16GB DDR4-3200 Ram Gskill
Watercooling by Corsair H110i
Corsair TX750M - 750 Wats Power
Samsung 970 EVO
and a 2TB HDD

I put all the important parts together, apllied the CPU to the Mainboard, built it into my case with all the fitting screws, installed the watercooling, installed the RAMs and connected all Power cables. So I thought lets try if everything is running before plugging in the GraphicCard and do the CableManagement.
So I plugged in the Power Cable, turned on the PC and suddenly the fuse blew. Lights in my whole Appartment turned off. I was confused because I triple checked every single cable in the Mainboard and everything was done right to my knowing. So I switched on the Fuse again, turned on the PC again and it worked. No blown Fuse, the LEDs of the mainboard turned on, the Fans started spinning everything seemed totally fine.

I kept going, built in the GraphicCard, did CableManagment and plugged in a Monitor. I turned on the PC, fans spinned, LEDs started, no blown Fuse, but the Screen stayed black. No Signal. I Also noticed my Mouse and Keyboard didnt light up so no power over USB as well. There was also no "beep" Sound when started.
I turned off, tried again, same problem. So I took out one of the RAMs. Just started with 1. Still same Problem. Tried the other RAM, still same problem. Every cable is connected correctly in my eyes. I just dont have any clue what to do actually. Did the mainboard die because of the blown fuse?

I don't read where you installed the motherboard drivers per the sequence in motherboard manual.

Why would i have to install drivers? I dont even have a running operating System. My Problem is I cant even get into the BIOS of my Mainboard.

In such cases, make it with as few parts as possible.

Make a PC on cardboard to avoid case shorting issues. How far do you get?

Use a different wall socket.....test.

Power down and remove the power cord and the cmos battery....let it sit for an hour.
Install the cmos battery and connect the power cord.....test.

Remove the gpu....test.

Remove the ram....test.

Unplug all disk and disc.....test.
