Building a PC ?

I have a PC that I want to run some specific programs on , for example :-
1 - Adobe Premiere Pro .
2 - Adobe after effects .
3 - Adobe Photoshop.
4 - Adobe Light room.
and I have a 4 gigs of ram , Intel Pentium 2.70 Ghz Possessor and a windows 7 32bit operating system .
So what parts should I upgrade , my CPU Or Ram Or Maybe my video card .
Please tell me what should I do .

Your PC should run those right now.

Yes you could double the RAM, see what video card is in your budget but nothing should stop you right now.

But what about the processor, I am afraid It will be slow while running those programs ,

You didn't ask that above. You wrote "I want to run some specific programs on" this PC so there's nothing needed yet to run those apps.

There are folk that will call a current leading edge i9 PC slow so there is no limit on how far we can go upwards. Your choice here. But simple changes like double the RAM, almost any GPU and SSD would be nice but not mandatory.

As mentioned you can run those progs now.
As to how fast they will run is different.

If you upgrade the ram you will need to upgrade the OS.
What upgrades are available for the cpu will depend on the mobo.
If you upgrade the video you might need a new psu.
Things get kind of tied together

Once you make a list of stuff you will need to change and price it out you might find it cheaper to buy a new machine

Thank you guys for your time , I think doubling the ram , and upgrading the OS will be the thing that I will do
