My dad has this exact model. Seems to meet most of what you listed.

A friend asked me last night if I knew of resources for someone who was thinking of building their very first desktop system.
He is into digital photography, and wants a system which will run things like Photoshop and some of the image manipulation programs that Nikkon, etc. include with their cameras.
He wants to keep the price exceedingly low - definitely below $1000. Being retired, the lower the better of course.
He's most familar with Windows XP. He's wanting a lot of disk - perhaps 2 drives; one for images and one for the OS, etc. With Photoshop, I'm also guessing he's going to want a lot of memory.
What else should he keep in mind?

That's a great offer - should run XP perfectly, and has more than enough space for your friend to ever even worry about it. Also has DVD/CD writer for him to burn his photographs, ETC...

PS 7.02 is an expensive software. Photo Shop CS is the latest version.
At the Dell computer site; I was able to purchase every piece of hardware and add-on software in one quick stop! It all arrived within 5 days express mail.
With my workstation, I got PhotoShop, games, Full vers. Microsoft works, Macromedias Freehand 10 and all the extras! only one monthly bill and I paid it off early, with no penalty to my Dell account!
