Broken LG TV

Here are picture and videos of my problem. Red light is doing something funky and it won't turn on. Stop working after a lightning storm but I had it plugged into a surge protector so idk. please help, none of the capacitors look bulged!

Power Board

Yes I think I need a new power board ( because I hear a winding a ticking noise from the larger black module in the middle with a 12 on it (What is that module?) and I tested power out to the motherboard and it was supposed to be 13V but was jumping between 5,8,10 V like crazy.

Good start.

The makers today don't put out schematics so you swap suspect boards.

Power Board did not work

Swapped out power boards, but didn't change a damn thing. Whats next?

Without a service manual you work what you suspect. If you have no suspects you ask around. Next is the big board. I take it you work on other electronics and did the research about backlights, shorted LED strips and such.
