sounds suspiciously like what the DEMOCRATS did in offering special dispensations to a certain official (last name initial J seems to ring a bell) whose reelection was funded by the Republican party and Republican backers on the assumption that he was and intended to remain a Republican as he was running on a Republican ticket, if he would switch sides or become an Independant and block vote with them.

"could be interpreted as a bribe" covers a lot of ground.

I see nothing out of the ordinary or unusual
about this.

Votes are the 'currency' of the bartering that goes
on with every vote in the House or Senate. Bartering
is, and has been, a normal course of business within
and between parties.

Crying 'foul' has always been the primary activity of
the minority party in any congress. Nothing unusual here.
