Brand New - Wont Boot

I jus bought the following;

Abit IP35
Intel Dual Core 1.6
GE Force 7600GT
(2) WD 400 Sata drives
1) Sony DVD-RW
2 Gigs Patriot 800 RAM

I've read the manual twice. The PC starts up for about three seconds, then shuts off, then by itself starts agian, but nothing ever happens. I've tried removing everything but the CPU with the same results. I've reset the bios too. Any ideas?

lacks an OS. Tell more on that. Without an OS there's not much to do.

Also tell about:
- the PSU
- the CPU cooler and the heat paste applied
- possible beeps you here or LED's that pop up (if error LED's) or don't pop up (if status-OK LED's)

BTW - Standard fan that came with the CPU, already had paste on it.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
