Type BAD CAPS into google.com then check your board for such. Keep in mind that Windows 2000 was considered a "Proffessional" OS with you learning how to recover from such with the command line tools, or even wipe out and reinstall from scratch (Microsoft's view.)

There are few "click here" repair tools for this issue and given it's Windows 2000 the hardware is aging so I'll look there first.
