I can't say if this will work for proprietary systems but often a full Windows installation disk of the same version will do some repairs on brand name systems. Otherwise, you may need to contact Dell.

Just last week

Mind you I deal with many PCs a month so I'll share a blown boot system just last week resisted repair from many attempts. After a handful of methods you know it's gone so you reload the OS. There are prior discussions using recovery tools like EASYBCD and others but you will encounter blown systems that you have to reload more and more today. My thought is the proliferation of root kits and malware.

Dell machines have different OS recovery methods.

You might have a factory restore partition on the hdd.

If no luck contact Dell and see if you can buy restore media.

You need to use the system repair disc or OS installation disc.
Insert the system repair disc into your CD or DVD drive.
Restart your computer using the computer's power button or restart.
You need to change boot order in BIOS to CD/DVD or if you have F key for quick boot , do it.
If prompted, press any key to start the computer from the system repair disc. ...
Choose your language settings, and then click Next.
Select a recovery option, and then click Next.
When you in recovery go on command prompt, just type for Win7
bootrec /fixboot
You need to see message : The operation completed successfully.
Restart your system, change in bios boot order to HDD first and ready to go.
