bootmgr is missing

Hello
I have a big problem nothing useful I have found in google.
Hope will find somethinf here.

I can not install Win XP on my laptop. It says bootmgr is missing please restrt your computer ctrl alt del.

what happend?
1. Tryed to use partition magic to make another partiotion
power went down and battery was low therefore partitioning of C disk was interrupted.
2. I have removed laptop HDD and formated it via USB otherwise it wasn`t even accessable
3. After formating HDD I have deleted everything in bootmgr.

How can I upload back bootmgr fo Toshiba m45 back to HDD or what else I need to do.

NOTE win xp boot CD is not working, Reanimator CD not working, Toshiba Recovery CD not working.

Shall I buy new HDD???

but on my Toshiba, there is a bootmanager that must be on a chip or built into the BIOS that you can change from within Windows to tell where to boot from. If it is on the BIOS, then you should be able to change it from the BIOS screen (most motherboards allow this). Check it out.
